What is the difference between inrush VA and sealed VA?

Open VA rating is the Inrush VA and the Closed VA rating is the Sealed VA.  It has an Inrush VA requirement in order to get the contacts to close from the initial open state, and then once the contacts are closed, a Sealed VA, which is the minimum rating that it takes to keep it closed.
